THE FAILURE OF THE UN AFGHANISTAN MISSION IN UTILISING EXILED AFGHANI INTELLECTUALS/SCHOLARS

            Unfortunately, the mission in Afghanistan in utilising exiled Afghani intellectuals/Scholars is a failure at this point for the various reasons, as follows:
      When the UN involvement in Afghanistan was requested by Afghan President: Hamid Karzai, the UN should have insisted the only viable option that could be put in place is an UN designated Supreme Commander and administrator who would utilise a 20-year (generational) infrastructure with Afghani cultural sensitivities that would strictly operate on a rule of law with the help of appointed/not elected President: Karzai and exiled Afghani intellectuals. Perhaps, bribery and corruption can be curtailed with the help of UN and Afghani exile returnees-based forensic accountants in charge of all financial aspects of the Afghanistan government; accountable only to the UN designated Supreme Commander and administrator. Regarding bribery, historically, Herod the Great of Judea (73 - 4 B.C.) would weaken bribery by allowing the bribed official to keep his bribe and offer another bribe in the same amount to expose the briber. This culturally-sensitive procedure could be implemented. Forget about Afghani 'democracy'! This is also applicable to Iraq! Perhaps, within a generation, there may be enough social stability and education insofar that the next generation educated Afghani people could evolve into democracy and self-determination. In addition, there needed to be an insistence that the war lords, the Mujahideen and other militia surrender their arms or else, choose to join the UN military in some meaningful capacity to fight the Taliban. For example, the evolution of post-war Japanese social infrastructure was proof of General Douglas MacArthur’s implementation of a left-of-centre democratic system over a traditional feudal Samurai system. However, because the well-educated Japanese society was always historically law-and-order structured, the Japanese society seamlessly evolved into a democratic and industrial power much sooner than can be expected of Afghani historically-unstable society. Despite this, there are some post-war lessons that would be relevant to the Afghani situation.

1.   Regardless of the Afghani extreme Islamic culture, constitutional religious freedom should arbitrarily put in place in accordance of the UN freedom of religion charter with the main proviso that religion should be separate from the state because historically and at present; religious extremism destabilises Afghani social-economic infrastructures.
2.   Rather than some of the UN and the US military historically burning and destroying Afghani farmers’ opium crops it is unfortunate that the UN should have purchased the opium seeds for developing-nations medicinal anaesthesia uses decades previously rather than spend billions of dollars on non-productive food, aid, and ‘reconstruction.’ This would have saved the UN millions (perhaps, billions) of dollars and would have prevented a large number of furious desperate Afghani ex-farmers in joining the Taliban to sustain an income.
3.   If recruited Afghani exiled intellectuals were assured of some stability, they would return and could effectively socially engineer impressionable Afghani boys and girls with well-rounded education by way of teaching why a national infrastructure is proved much more viable than any tribal culture.
4.   Finally, it has been known for years that Afghanistan has very rich mineral deposits (recently reported, over a trillion dollars) which has the potential of turning Afghani farmers to miners. Because of this and a stable rule-of-law Afghani government, Afghanistan could become an economic power that would eventually evolve into a stable democratic country with the help of technologically-business-ethically advanced Western mining corporations.

            My perceptions may be misconstrued as ‘too simplistic’ and ‘arbitrary’ hopefully there some of my points that will be processed and implemented. If there is a more viable solution to the failing Afghanistan mission, then I will concede.
            Alas, if the UN Coalition military leaves Afghanistan; the situation would be more ominous for the Afghani and the world.
            In addition, I will be e-mailing this to the UN, my Prime Minister, and to the US President.
            May all the world nations obtain peace and stability during these tumultuous times.
